Salem witch hunt... As I said earlier, the only real solution to block bad users is to null their accounts in the Steem source code as that's what has been notoriously done in the past. This isn't problem with just Steem, but all cryptocurrencies that allow more than just transferring coins, including Ethereum, Binance Smart Chain, Tron etc...
