Yes, there is still inflation which allows new users to get steem and for mobility but after 20 years, that inflation rate is set at 1% per annum.
IIRC, it actually is set to fall to 0.5% rather than 1.0% and then stay at 0.5% per annum thereafter.
Of course, in theory, another HF could change that.
