I think you just have to look at what I call SCOT tribe fundamentals.
Is there a community there?
Official community example: palnet.
Organic community example: gaming.
If the community is a niche like, steemace, for example then the tag needs to be well moderated.
With a SCOT everything other than these fundamentals is FOMO and FUD.
Of course there will be many opportunities to make a few tokens from the FOMO and FUD of others. :-p

Yeah... Well, do you think anyone would think like this?
My guess is that we can kiss our previous tags goodbye, because people will use the tribe-tags instead for whatever things they publish... And I'm not sure that 431 different tribes are something we should aim for actually, even though I like some of the things I've seen so far.
I guess I'm just skeptical.
Once steemit rolls out smt its gonna get even more complex. But that's just the nature of an organic economy.
