If the bell isn't punctual, it throws people off their schedule because many of us tell time by the sound. It's not like we don’t have clocks, but it's similar to how people have five prayers a day—I always know what time it is because of them, even though they aren't related to me.
There was once a mosque that was off the clock during the fasting month, so people inadvertently broke their fast early, and the mosque had to speak up and apologize for the mistake.
As for the thirty-three strikes for announcing a death—if it were me, I think I would begin to wonder and feel confused after the very first strike. I’d be holding my breath, waiting for the following one. Until I don’t hear another strike after some time has passed, only then could I confirm it wasn’t actually a death bell.
