A player's proposal will then be accepted by the amount of effective delegated power. If this is tied, the player will have a chance to explain to the other players why he/she would prefer that this proposal be passed. Another vote will be taken and the results tallied after 12 hours. If the vote is still tied, the proposal fails and the proposing player may propose it again at a later time starting with the round after next.

The original gives too much power to one player over the others.
