Game Rules accepted by vote can occlude Meta Rules. Game Rules take precedence over Meta Rules if there is a conflict.

Let's give this another go.

Mainly because there are some meta-rules that I really want to see get shifted around and under the current set of mechanics that's not possible. However, we can make anything possible!

Through changing the rules, anything is possible.
