I don't understand the technicalities of it but is it an economic incentive for running Ethereum Light Clients or is it for running full nodes?

I think this is for promoting Light Clients by giving access to pool of full nodes.

But why the one running a full node share the payment with others?
Whatever but since Ethereum Foundation has extended some grant to this project, it must be something.
