When you are new, you have a limited amount of power, and if you write really long, stories with lots of pictures, you may run out of power. Then, you have to wait until you power back up. It's not bad, just an inconvenience. It's to help keep down spammers. If you don't write really long articles with many pictures, you'll probably never run into any problems at all. I just have long tutorials and such, and didn't know it'd be a problem.
