How does create an account work in steemit.com?

Below is the code which steemit.com is using to create an account.
Can anyone help me understand what these parameter are?

Is signingKey from creator?
How many fee should be provided here?
How many delegation should be provided here?
Does this piece of code means that if anyone registers and creates an account from steemit.com, the operation will cost some fee from 'a-common-preset-account' ?
