How Upvote system of Steem works?

A Qeustion Came up on my Mind. 

If someone's upvote get any value, will it influence old upvotes also?


For example: right now My upvote have not value(sadly) but if My upvote get any value tommorow. will those posts also get some balance from my upvotes which I upvoted in past?


is upvotes works for past's posts?
