Cant power down, why ???

i have tried to powerdown several times over the last few months but allways recieve this message " Account registered by another account requires 10x account creation fee worth of Steem Power before it can power down".
Can anyone tell me what i need to do? i only have 60 odd steam power , but that's not the point i want to start the process as it will take a year to withdraw the stuff ;(
