Could there be a publication explaining the rules of the contests. Many publications get looked over/ignored and the reason why is never disclosed.

Are the contests open to selected persons, how does one know when he/she isn’t eligible for votes in the contest, are there certain criteria that should be duly satisfied for vote eligibility and visibility?
I’d very much appreciate if this can be addressed or a link to such post, perhaps I may have skipped it.
