He calls himself a mini whale, he had a 49 rating. Is there an official scale somewhere? I would have supposed a whale even a mini whale would be closer to 100.

The only scale I have seen is at the site: https://steemd.com/distribution
To view user ranks by Reputation, number of posts, post rewards, curation rewards, steem, steem power, steem dollars, and estimated value. There is a piggy bank symbol to mark those powering down. You can even search for yourself and see where you rank in the steemit community. Here is the website: http://steemwhales.com/?e=1
