What is upvote xx% ?

So i recently started using steemit on an app. I was using my mobile broser. I seen it sat something like "youve received 100% upvote " or " youve received 86% upvote. " What does it mean and whete do i change the percent i give out? I remeber accidently moving that option one night but forgot where i changed it. Can somebody explain that and how to change it please !
