Unfortunately you can't right now. Once you get more experience, in the form of Steam Power your voting power will grow and be able to adjust your power.

Actually JMuxx just posted that you can do so from the esteem mobile app. But you have to use the app in order to vote with lower % , on desktop it's still at 100%
