It is predetermined, you already have one, in that page you can check how much voting power you have left in order to cast upvotes.

well ok. I already had a steem bar with lvl 35, but at lvl 40 it disappeared. do you know why?
I mean this voting bar which appears, when you make an upvote to choose how much in percent you will give away for your vote.
This is because you need to have at least 500,000 vests in order to have a voting sliding bar. The voting power is recharged 20% per day.
ah ok. so after 500k of vests I will have this bar?! ok .. you helped me a lot, thank you ;)
