Minimum and maximum vote weights. We should also change the weighting. Someone with 1000$ worth of Steem's vote is only worth 1 cent. we should raise that so we depend less on whales for the allocation of inflation.
Whales can simply create multiple accounts, so simply changing weighting isn't enough.
