There is some unknown to me function which is pricing account creation tokens at a much higher VEST amount than they had been. Even at 100% power my account can no longer afford one. That is after having excepted 79 previously.
I think the spammers are renting delegation to create more scamming accounts.
Accounts are getting bid up, must be a sign.

The price rise function is built into the code to favor those with more stake.
