Yeah, probably. Steemit Inc. currently does a manual review of every new account that is created through steemit.com. Hopefully new users can sign up instantly after HF20, so they can start using Steemit.com without waiting for a week before their account is approved. I'm not sure if if Steemit Inc. stops checking each account immediately after HF20.
I think they will eventually push the responsibility and options to the dapps as it will be them who will largely have to deal with spammers etc as Steemit.com loses favour over other interfaces and platforms
