Random thought to contemplate after a bong rip, have you considered limiting @randowhale votes to submitted stories and not comments? Might slow the steem power release since people can only post once every 5 minutes. Would also increase the overall value of steemit through better stories and not mindless avatar comment upvotes which you can crank out every few seconds.
