Absolutely true, but other sites/communities manage it to bring the BS a bit more down. But here it's all about money sometimes. The more SP someone has, the more upvotes he'll get, no matter what he posts, because everyone is hoping for upvotes back. Thats how the BS goes up often imo.
At the same time the money is what makes steemit special and motivating. Paradoxial.
