IMO no one has to fill all available spots at once. It's just important to vote at least for some witnesses out there.
I'll keep some free as well for now as you never know who's coming next ;)
FYI - You can change your witness votes at any time for no cost to you.
I know, it's just that I don't really want to unvote anyone ;)
