I haven't looked at a trending page in months, it isn't where the best material is found on steemit, just the most rewarded.
Your ideas are worth examination, but new users re-steeming a bunch of posts will find themselves in a band width issue in no time at all so they surely need to be cautioned on re-steeming.

new users will have bandwidth problems while resteeming and doing anything else as well. this is fact is good as they will not be able to get into a resteeming spree, they will rather resteem select posts.
one more idea may be a limit on the number of resteems per day for all users, some kind of limitations similar to voting power. That can solve a lot of abuse. @lifeaef this may be an answer to your question on abuse.
