The amount of "pay" you get from Steemit depends on your content. If you write what people are interested in and comment thoughtfully on posts you are interested in, you will get more upvotes and in turn more "pay".
If English is not your native language, try writing in your native language. Steemit is an international community, you may get a better reception using the language you are comfortable with.
Write original content. Use articles online for inspiration, but make the final post your own.
Be patient, there are thousands of people on Steemit, you have to grow your following.

I have seen many posts in Russian. I don't personally speak it, but there seems to be a good Russian community here. Maybe tag your posts "ru" much like the korean ones are tagged "kr" and look for posts by other Russian speakers to comment on.
That can help you grow in the community and earn more.

I'm thinking you are trying to say you can't write in Russian from Serbia and you are only allowed to write in English?
Could you write in Serbian? I don't know if there is a large Serbian community here, but you can always invite friends and people you know from other platforms.
