I think it would depend on what the technology behind AMP is. Traditionally, services that "speed up" the internet rely on creating cached versions of sites across multiple locations so that the images and video are "pre-loaded" at the location nearest the end user (sometimes even on the end users computer).
In the case of Steemit (and any blockchain) this "caching" is already achieved through widespread distribution. The most effective way to deliver things with high speed on the blockchain would be for as many people as possible to host fragments of the chain and for a good code to be written to consolidate and serve the content. Using TOR as a framework where witnesses could act as "exit nodes" and anyone could act as a witness could improve the whole system.
