It's based on the amount of prospective Steem power of a user, so essentially, the more you earn, the higher your rank goes. If someone takes their vote away before the 7 days are up, you could literally see someones rank drop.

Try it on a spammer in your comments sometime. Give them a 100% up-vote, and see their rank go up, then take it away, and watch it go down bud.
