I'm pretty sure they are purposely keeping the user base down. I applied for an account and never received a response. After waiting for more than two weeks I ended up buying an account instead (using Anon Steem).

Maybe it's because the product isn't out of beta and is not appealing enough, in features and such, for the masses. Steemit gets only one chance once people start funneling in. First impressions are everything.
