The bandwidth limit seems like a feature disguised as a bug. It effectively caps even a whale's ability to spam.

I have yet to hit a bandwidth limit and I'm essentially a daily steemer. FWIW.

    It is absolutely necessary to limit bandwidth based on many variables. I'm sure the formula will evolve over time.
