It's good that you raise this. The return proposal is certainly necessary, but i think stakeholders (especially larger ones) need to regularly check proposals that are well supported but cannot topple the return proposal. They may need to un-vote the proposal and then re-vote it often and (unfortunately?), work as a team to align weights.
@jga's proposal offers a way out for large stakeholders, introducing the possibility to vote using a weight, among other improvements.
