Where are you based?
I am in Australia and I pick up a lot of stuff from www.silverstackers.com or I get the newer stuff from the bullion shops in Sydney or order online.
I'm in USA.
I don't know of any secondary markets in the US other than maybe eBay (buyer beware), but there are some good online bullion dealers to order from. Maybe somewhere like APMEX?
