I've watched this closely for some time; if you look who votes after ~5 minutes, you can see who profits, and quite nicely so...
Rewards are chanelled to an exchange.
It's all based on steemvoter, which (even though made by @buildteam) seems to be (ab)used as part of a vote-buying-scheme.
