It it's applied probably because this post is 4months old now.
What feature? Stellar is already much faster cheaper and more efficient than the majority of cryptocurrencies.
As mentioned some have come online in 4 months and others are further along in development but yet to be released.
I think yes since its a long time ago. So far needs more exchanges and some promotions to attract more investor and has a great market value.
