Where do Tags go?

For any other poor newbie searching everywhere to find out HOW TO ADD A TAG - bearing in mind that you cannot post without at least one tag - tags go here - see below. On my screen the help text in the field is way too light to be noticed - drove me bloody mental before I sussed it!
