Bridge over trouble water
Over the past weeks , after announcement of national budget by Malaysia Prime Minister we heard of news that Malaysia government allocate 18million for a feasibility study to build bridge between sabah and the island that I am from, Labuan.
After that announcement, social media is filled with Question of "how many more study will there be ? "
There was lots of frustration by netizan or perhaps anger.
Recently here is what came out from local newspaper :
“The last study on the bridge was conducted by Universiti Malaysia Sabah in 2010. However, it was just a regular study that covered the benefits of having the bridge, and did not cover the technical aspects. " *as per report in Malaysia Insight
" In 2010, a RM4m feasibility study carried out by Universiti Malaysia Sabah (UMS), Universiti Sains Malaysia (USM) and Universiti Malaysia Sarawak (UNIMAS) highlighted the need for the Labuan -Menumbok Bridge Link.
The feasibility study was also very preliminary and insufficient to render itself for the development of possible PFI procurement models." *as per reports in daily express.
Previously there was report on local papers by Labuan YB , he states that the previous feasibility study in 2010 by UMS cost rm5 million. He added that the past feasibility study was outdated and incomplete.
Now Datuk Rahman Dalam says that the past study is just regular study, preliminary, insufficient , and it cost 4 million.
Will all the inconsistent reporting by two BN Leaders , now this makes me curious and really wish to have a look at this so called "regular, outdated, incomplete , preliminary and insufficient study that is formerly 5 million now 1million disappear , with latest figure at 4 million.
This must be a very interesting expensive report, Don't you think? I wonder who keeps such embarrassing report?
In addition, Economic Planning Unit allocated 14.31million for this new so called study , what was budgeted and announce is 18million.
Question is, what guarantee that this budgeted and announce by Najib and reaffirm by Labuan YB of 18 million but allocated by EPU of 14.31 techno economic feasibility study will not end being like like the past regular, outdated, incomplete, preliminary, insufficient feasibilty studies that cost either 4 or 5 million?
I wonder if I will ever see this bridge build in my life time.

The funds for the study will disappear into different "pockets" as usual. Besides, it is elections season next year, it's a typical fishing technique.
