i agree! it is a very insightful initiative to focus on the dolphin level, for the platform's longer term sustainability and growth, as you say : )

supporting new comers, which, i believe have very high DISengagement rate should have a net positive effect on onboarding experience of a given new steemian. i dont have statistics, of course, but i would bet that there is currently quite a high ratio of new comers giving up on the platform, soon after they joined up.

empowering that first tier of support system to, in turn, help the smaller fishes, would have far reaching and rippling positive effects !!!

@paulag is very good with stats and has pulled numbers showing the break points of when most leave and there seems to be a huge point of no return at 60 days (Paula correct me if I'm remembering this incorrect). So if efforts can be made to onboard people and support them during those first 60 days I feel that is an effort worth pursuing.

Picture if you can get a newbie to commit to powering up all earnings during the first 60 days as long as you support them. No steem or SBD leaves the platform and their account is in pure growth mode. A habit is formed with how they treat their earnings, they will have exposure so hopefully some real followers, and guidance on how to have long term success/avoiding scams/and so forth.
