My Observations:

I agree with you but still, the people living within that axis should work hand in hand to make sure the cats leave that environment. Maybe get a home for them far away and make sire they don't return because you can't keep paying for hospital bills all the time just to stay healthy.

These are just the problems that arise with animal abandonment.
