I guess I can understand charging not for the water but the system that delivers it. Sort of. What I don't understand is the chemical additions. I live in a water district that is required by law to provide a statement yearly on our water and what is in it. I'm probably one of 7 or so in the entire district that reads the damn thing and I get newly appalled every year.
