I'm not sure actually! I was with my friend when I was told it's normally covered in water. Also this place is very near to Sandpoint!

Oh yes, Sandpoint! Now that I think about it more, I am sure it has to do with how much water is flowing through whatever dam is the closest. In this case, perhaps Albeni Falls.
