It reeks of Agenda 21 for sure.
As for the positioning I'll have to do research on that but I believe it is aligned the way they want it aligned. I feel it. You look at it and you know it's not right.
Just as the old ancients of antiquity knew to place significant monuments in alignment to something we have to remember these assholes have been around just as long.
