The Book of Proverbs is a book dedicated to the study of wisdom, and so, with the study of the highest and most perfect science, this book also teaches the truth itself. Truth is one, and it exists; if this were not so, the sciences of humankind would not exist, because sciences are always based on some kind of truth, especially sciences related to predictability, such as physics or chemistry. Ultimately, teaching the science of wisdom is teaching the truth.
And among the spiritual truths of the book of Proverbs is the following statement: "A ruler with no understanding will oppress his people, but one who hates corruption will have a long life" Proverbs 28:16. And this teaching is the synthesis or summary of many stories from the Bible. The opposite of understanding is the hardness of the heart. And the meaning of the hardness of the heart can be seen in the Book of Exodus in the Bible, which tells the story of Moses, who went to Egypt to free his people, and Pharaoh: "But I will harden Pharaoh's heart, and though I multiply my signs and wonders in Egypt, he will not listen to you" Exodus 7:3. Pharaoh lacked understanding and oppressed the Hebrew people until the final plague, when he was forced by fear and sadness to let the chosen people go. Hardness of heart is essentially a deep distrust of others, which translates into an inability to listen to good advice. A ruler without understanding then has only one path, folly, and with it oppression.
But the opposite path is for those rulers who reject corruption, because they are the ones who fear God. And the spiritual gift of fear of God is the heart of flesh that allows men to see their neighbor as a person in need of help. And when rulers fear God, the gifts of understanding and wisdom come, as happened to King Solomon in the sacred place of Gibeon, and thus comes the supreme good of peace, and with this spiritual and material good comes long life, both for the ruler and for the ruled. Ultimately, what this proverb teaches is that material goods and all the blessings necessary for life originate from the gifts that God places in the hearts of men, and that when these gifts are absent in society because they are not lived out, that is when great evils arrive.
