Absolutely it's better if you delegate sp however for people with less sp worth buying the token then powerup the dividends to eventually delegate sp

Yeah usually there is a constant buyback wall with 100% liquidity due to events of the last week took it down to allow people to pick up the token slightly cheaper but will be back up soon.
Also the bought back tokens are burnt so this over time will increase the price
