How do I fix USB debugging not working on FRP-locked Android devices?

Kinda losing my mind over this. I picked up this used Android phone for my little brother, and of course it turned out to be FRP-locked. Now USB debugging won’t kick in at all, even though I swear I had it working for a second before it cut out again. I’m stuck staring at a brick I can’t even talk to from my laptop. I’m not trying to hack anything shady, just wanna get the damn thing usable. Anyone run into this before or know why USB debugging totally refuses to cooperate when FRP is active?

Ran into the same wall a while back, thought I was losing it too. USB debugging won’t stick once FRP kicks in—that’s just how it’s wired. You can’t turn it on through normal means while the lock’s active.
