Proposal
To easily recognize if the same contribution has been published before, i do suggest to use angular or jquery and listen the "Contribution title" input and check live with DB. If there is some match, then give warn to the people in order to stop him contribute same thing. Thus, we will reduce the possible similar contributions from the feed. Besides, contributor also will gain time.

Benefits
Utopian rules are clean and clear to set a basic requirement for the users. In reference to rules, utopian do not desire to get the same suggestion from several users. However, utopian moderators spending a lot of time to find if same post has been published before.

Hello @samhamou. This feature you mentioned is not working as it should be. If you could just take a look for a 10 seconds, similar suggestions system showed me is completely irrelevant. In another way, this is after contributor post into utopian. I see that you does not even read what i wrote over there and paste the screenshot.
To make it clear for all whoever gonna read this, my suggestion is responsive to the contributor who wants to contribute and not smilar but directly returns keywords exist in DB.
