Disable tab preview on hover by default.

I was hovering the mouse on the google.com tab when both of the screenshots were taken.
Benefits
The tab preview function uses extra system resources. Disabling it by default will decrease extra use of system resource. Also, I have observed that this function often makes the browser unstable. Therefore, I propose that this function should be disabled to give users a smoother browsing experience.
