The user intentionally clicked on Help because they wanted to learn how to access a certain feature. The function of Help is to teach the user how to access the feature. It is failing in that function.

I can see how this can be perceived as borderline, but it comes down to Help is not helping and is in fact creating further confusion. The function of Help is to help, so I believe this is a functionality bug and not a minor text issue.
