for a so called scientific but in reality only descriptive by classification (allowing testing), imho it's an "inter - nation" treaty... ah. open for debate, like all science always is DYOR...
important to nomenclaturally to break the difference between "uno international law" and "inter - nations" laws, protocols, customs, codes etc etc... which isn't "inter - nation" two...
like before 1934... there was "inter - nation(s)" laws, protocol in soviet union, like before in tsarists russia... however no one directed the "serfs" of the corrals called nations but themselves, or the national authority was supreme... like once upon a time the pope over the vatican... a strange exemple, relevant too... concept of OWN state.
otherwise the take over of "inter-nations" laws etc by the UNO "international law" and so the dependency as important "inter - nations" laws etc are. a capture... or a mono poly to then use it, and enforce even a "salt" ban or restriction on people who want / need / shouldn't eat salt, aka not the business of "inter - nation law" and even less the diplomats of those times...
a tsar diplomat going to another country as guest, to tell anyone to not eat like they want there, wouldn't last long as diplomat but would imho be rightly qualified as invader... and this must stop even if it, now just a "it" pretend to have any "guarantees" > revoked.
and if this beast answer "it's international uno who law" for you to conform and obey and not eat salty or else the IMF and world bank will destroy your credit rating, the only correct answer : is you die after your kids fucking demon.
