How Would You Feel if Your Government Told You That The Power Will Be Out For 4-6 Months?

Carmen Yulin Cruz, the Mayor of San Juan, Puerto Rico, just stated that people should be prepared to be without electricity for Four - Six Months. No island is going to stand up to a category 4/5 hurricane and experience little damage, obviously there will be a period of time where services will be disrupted. After Hurricane Sandy, I was without cell phone or electric service for eight days, but up to six months without electric will be devastating for the Commonwealth.
I can picture being without power in an off-grid lifestyle in the country, but living in a modern city like San Juan would be unlivable. Most of the people reside in multi-unit apartment buildings and there is significant population density. There are no options for these people to seek out their own water supply or land to put up a solar array or to dig a hole for an outhouse. What the actual Fuck are these people going to do?
I know plenty of other islands have been damaged to the point of disrepair, this hurricane season, but their populations were much smaller than Puerto Rico. 3.5 million inhabitants of the island can't be evacuated with a couple of ferries. Beyond that, who would have the means to house them? That's a lot of people.
On top of that, the river flooding is off the charts. In some cases, rivers are doubling previous record flood stages. The island will have a devastating amount of flooding. Rain water cascading down from the mountainous interior are creating flash and persistent flood conditions throughout river basins, island wide, and it's still raining.

I counted a total of 62 main rivers in Puerto Rico, not counting their tributaries, and then went to the usgs site to check on flooding. By the third river I checked, I remembered that the island was without power. The river gauges were spiking until they stopped functioning. I hope everyone is aware of the potential water around them, because flash flood waters arrive very quickly, without notice.
Hurricane Maria lost a little bit of its power just before making landfall, due to an eyewall replacement cycle that was still transitioning. On that point, they were lucky, but Maria still had enough umph to put the electrical utility down and out. 100% of the island is currently without power and will remain that way for the foreseeable future.
I truly wonder if Puerto Rico will even be inhabitable after this storm. I don't see how it can be. I don't know where they will all go, but the Puerto Ricans are citizens of the U.S., and they will likely need to move North for the foreseeable future.

Wow, I couldn't even imagine being under that circumstance! If we had no power, we'd be completely fucked. We're trying to get to a point where we wouldn't be, but we're just not there yet. For now, we're just crossing our fingers! Not good enough.
There are some countries that turn off power for periods of time already, I think in Libya, not no "4-6 months" though! That's ridiculous. I really wonder how everyone will manage...
I really thought about their plight and I started getting clammy skin and goose pimples. There's no timeout for these people, you can't get off the ride. This is going to be so dysfunctional for so many people.
Not a bad time to take stock of your own home, we're all preppers now.

I can see the US government and NGO's getting involved there, forcing the local population to rely on them, and then won't leave for 10 years.
There's a very good chance that will be the case. I doubt the Puerto Ricans will be allowed to vote against Statehood next time it's up for referendum.
I do not mean to sound mean, but I would think GREAT! This is a chance to revolutionize electricity creation .
It is a rare chance to replace everything. Unfortunately, I don't think the people will still be hanging around when the project is completed.
