The steem price has crashed. I believe only about $10,000 is being distributed every 24 hours, whereas at it's height $220,000 was distributed.
In addition, a few people (vigilante guy, shrem and the curie summary posts) take the bulk of the distribution. A big part of it is that non-whales don't vote, so a very narrow range gets onto the front page.
