Witness Update 01/05/2018 - I too have lowered my Account Creation Fee to 0.1
After reading over the witness ideas on account creation fees, I have also dropped my setting to 0.1 from 0.2

As the value of Steem changes, I may change the creation fee back to 0.2 if the price of Steem drops. I don't believe I will lower the fee any further to ensure that every account has enough room to function properly.

It's not really. From the tests run by a few of the witnesses, it's just about the smallest amount that will keep an account functional with bandwidth. In the simplest terms it means that an account created from third party services can create the accounts with less SP needed. It will not affect current accounts at all.
