Yes, because it's precisely at this time that cold and warm atmospheric masses meet at the earth's surface, causing a phenomenon called the dew point. This self-explanatory phenomenon causes dew drops to settle on the mushroom caps, and the rays of the rising sun make the mushrooms more visible.
